Record Requests

Under the Texas Public Information Act (TPIA), Texas Government Code, Chapter 552, members of the public have the right to access government records unless the law makes an exception. Wichita Falls Independent School District (WFISD) complies fully with these laws and follows guidance from the Texas Attorney General.

You may request information using any of the following methods:

Requests must be in writing and should describe the information as clearly as possible.

In accordance with Texas Administrative Code §70.3, the following fees and procedures apply when responding to public information requests:

• $0.10 per page for standard-size paper copies.
• Labor charges may apply if:
• The request is for more than 50 pages of paper records (including printing and compiling).
• Information is located in two or more separate buildings.
• Confidential information must be redacted by staff.
• Overhead charge: Up to 20% of the total labor charge, as permitted.
• Electronic records: Generally, no labor charge, unless the request triggers the above labor conditions (e.g., redaction or data compilation).
• Programming time may also be charged for data retrieval from databases.
• Deposits: May be required for large, complex, or high-cost requests.

A cost estimate will be provided if applicable. Wichita Falls Independent School District (WFISD) will not begin compiling records until written authorization is received and any required deposit is paid.

Wichita Falls Independent School District (WFISD) processes student and staff records in full compliance with the Family Educational Rights and Privacy Act (FERPA), 20 U.S.C. §1232g, which protects the privacy of student education records. Requests for these records are handled in accordance with both federal and state law and are subject to appropriate identity verification and authorization requirements.

Under the Family Educational Rights and Privacy Act (FERPA), 20 U.S.C. §1232g, student records are confidential. Only eligible individuals may request records:

• A parent or guardian listed on the student's school record
• The student, if 18 or older
• Authorized third parties with a signed release or legal subpoena

All requests must include a valid government-issued ID. If the requester is not listed on the student’s file, a signed FERPA release or court order/subpoena must be submitted.

Requests for staff or personnel records must be submitted through our online fillable form or in writing and may be subject to redaction of confidential information, including but not limited to personal contact information, Social Security numbers, medical information, and other information protected by law.

Transcript processing is governed by the Family Educational Rights and Privacy Act (FERPA), 20 U.S.C. §1232g. Wichita Falls Independent School District (WFISD) ensures that all requests for transcripts comply with federal regulations regarding educational record access, consent, and secure transmission.

To request an official student transcript:

• Use the Scribbles Order Portal
• Requests must include a signed authorization
• Official transcripts are mailed directly to colleges/employers. Indicate in the special instruction box if it should be emailed to another email address.

Wichita Falls Independent School District does not email transcripts in accordance with privacy regulations.

If you are requesting a graduation verification or student transcript, please use the Scribbles Order Portal to ensure proper routing and authorization.

This is the only accepted method for third-party transcript or graduation verifications.

All legal requests must:

• Be accompanied by a subpoena, court order, or release
• Delivered to the custodian of records'

• For subpoenas issued in civil cases, the District may recover reasonable costs of production as permitted by Texas Rule of Civil Procedure 205.3(f).
• For subpoenas issued on behalf of the State of Texas, records are produced without charge.
